For Dipping Sauce:
Mix all ingredients together in a glass or ceramic bowl. Cover tightly with plastic wrap. Chill for at least one hour.
For Artichokes:
Slice off just enough of the top of the artichoke to allow steam to get in, and optionally trim the stem so that it can balance upright.
Place rack on bottom of CanCooker and add 24 oz. of water (water should be just touching the rack). Add one peeled garlic clove and pinch of salt. Place lemon rounds on rack and artichokes upside down on top of the lemon. Place CanCooker on low-med heat and steam for 30 minutes. Test the artichoke periodically after 30 minutes by gently tugging on one of the leaves; when the leaves loosen and pop out easily, its done!
Serve with the dipping sauce and enjoy!
